The Manukau Auto Centre Top Half  Rally Rules – 2019

Preamble
The Convenors hereby declare the following Articles to be those governing the 2019 Top Half Rally Series.

Article 1

Interpretation
In these articles the following expressions shall have the meanings set out: “The Series” means “the Top Half Series” and “The Convenors” means those administering the Series.
The Convenors consists of 2 appointed officers selected by the Top Half Series member clubs. Hibiscus Coast Motorsport Club, The Northland Car Club, The Pukekohe Car Club, The South Auckland Car Club, The Thames Valley Car Club & The Hamilton Car Club. Those Convenors are Stephen Russell & Jason Byrne.
“Round Organiser” means the Motorsport NZ member clubs organising a rally which is a round of the series and
“Motorsport NZ” means Motorsport New Zealand Incorporated and
“Round” means each rally, the results of which qualify for points in the series.

Article 2

Objectives
To promote and encourage competitors from all regions, with emphasis on clubs from the Top Half of the North Island, but also including ANY North Island competitors. To participate in a series within an enjoyable and relaxed competition in the spirit of motorsport.

Article 3

Eligibility

3.1 Drivers, Co-drivers
3.2 All drivers and co-drivers in the series must be a current financial member of any Motorsport NZ Member club and must satisfy the entry requirements of each Round Organiser
3.3 Vehicles
All vehicles must comply with the specifications set out in the current Motorsport manual Appendix Two, Schedule A.
3.4 Classes
3.5 The following classes will be recognised for the series
CLASS A 2WD upto 1750cc
CLASS B 2WD 1750cc and OVER
CLASS C 4WD OPEN
CLASS D 4WD Group A

Article 4

Registration Fees
4.1 Payment of registration fee is due at time of registration.

Drivers $50.00
Co-drivers $30.00

Articles 5

Series Structure
5.1 Rounds
The 2019 series will comprise of the following rounds

1.  3rd May                 Rally Whangarei             Rally NZ      Day one only
2.  16th August          Rally of Coromandel     Rally NZ
3.  21st September    Far North Rally              NSCC
4.  19th October         Wiatomo Rally               Hamilton CC/Rally NZ

5.2 Series Personnel
At each round, the Convenors will be represented by one of the following personnel who shall have the responsibilities and authority to set out:
(1) Stephen Russell or Jason Byrne
Who shall have the authority of a series convenor who is responsible for and authorised on the series behalf to:
(a) Deal with all administration matters pertaining to the Series and
(b) Record and publish all Series points schedules and
(c) Liaise with Round Organisers on all matters pertaining to these articles and
(d) Ensure correct placement of decals on vehicles contesting the series and
(e) Act in the capacity as a competitor relations officer (as detailed in the National Sporting Code Article 88) for the series competitors and
(f) Shall be responsible for receiving and recording Series Registrations

Articles 6

Series Entry / Registration
6.1 Drivers, Co-drivers
6.2 Registration for the series for the Drivers and Co- drivers will be on the form provided on the website, and must be made to the convenors before the first round. Registrations will be allowed up to the 2nd Round, and no more post the 2nd Round.
6.3 Recce is permissible if rally regulations permit. The use of organiser notes is permitted if they are available.
6.4 Entries will also be accepted by any competitor entered in the 2019 NZRC category 1.
6.5 By entering the Series, all drivers and co-drivers agree to comply under these articles.

Articles 7.

Determination of the Series
7.1 Number of Rounds. The Series shall comprise of 4 Rounds. Competitor’s points from all 4 rounds will count.
7.2 The convenors reserve the right to either cancel or amend any rounds due to force majeure without affecting in any way, its power to award any title.
7.3 Points will be awarded for class and overall. Both drivers & Co-drivers points will be the same as far as allocations go.
Points for each class will be 1st in class 13pts

NOTE: Only Registered competitors will be considered when allocating points.

7.4 Determination of Ties
7.5 Should a “dead heat” occur in any round of the series the points allocated to the position “dead heated” and the next following positions in the rally will be added together and equally divided between the competitors concerned.
7.6 In the event of a “tie” in the final points tally of the series for any placing, the best placing shall be determined by the reference to the greater number of superior positions in the various categories from which the points derive (e.g. the number of 1st places, then the number of 2nd places etc)
7.7 In the event that the previous paragraphs above prove ineffective in deeming a winner, then the convenors shall, after taking into account such considerations as they deem to be desirable, either declare a winner or declare 2 or more competitors (as may be appropriate) to be equal winners of the series or class.

Article 8

Awards

8.1 Titles- Drivers
Series Award. This title shall be awarded to the registered driver nominated on the series registration form who has gained the highest number of points in the series.
8.2 The series has secured sponsorship via

8.3 The Series Overall Driver will receive The Top Half Series Overall Driver Trophy

8.4 The Series Overall Co-Driver will receive The Top Half Series Overall Co-Driver Trophy

8.5 Awards will be given to 1st, 2nd, and 3rd in the overall and in each class, as in rule 3.5 as above
8.6. Other awards may also be presented at the organisers and sponsors discretion.

Article 9

Decals

9.1 Organisers must reserve advertising spaces B2 on competitor’s vehicles for the series decals.

Article 10

Disputes
10.1 The convenors are charged with interpreting and making decisions on the series articles and technical regulations

10.2 Should a registered competitor have a dispute with any of the decisions then the matter will be adjudicated on, by the disputes tribunal

10.3 The tribunal will hear the case in the same manner as that laid out for Motorsport NZ hearings. Their decision will be final.

10.4 Should a competitor wish to refer the matter to the tribunal, it must be done within 1 week of the decision being made. The matter can be referred to any tribunal member.
